What is the “Stochastic Oscillator”?
What is the "Stochastic Oscillator"?
The stochastic oscillator is a momentum indicator used in technical analysis, introduced by George Lane in the 1950s, to compare the closing price of a commodity to its price range over a given time span.
Closing levels that are consistently near the top of the range indicate accumulation (buying pressure) and those near the bottom of the range indicate distribution (selling pressure).
The idea behind this indicator is that prices tend to close near their past highs in bull markets, and near their lows in bear markets. Transaction signals can be spotted when the stochastic oscillator crosses its moving average.
Two stochastic oscillator indicators are typically calculated to assess future variations in prices, a fast (%K) and slow (%D). Comparisons of these statistics are a good indicator of speed at which prices are changing or the Impulse of Price. %K is the same as Williams's %R, though on a scale 0 to 100 instead of -100 to 0, but the terminology for the two are kept separate.

NOON UPDATE: District Government Open Today While Recovery Efforts Continue
(WASHINGTON, D.C.) – Mayor Gray and other District officials are continuing to direct a comprehensive city-wide response to the derecho (the meteorological term for a long-lived severe thunderstorm even characterized by destructive straight-line winds) that the D.C. region experienced Friday night and the extreme heat that has followed in its wake. A state of emergency continues in the District as a result of the storm damage.
Residents are encouraged to get the latest information on emergency response from www.hsema.dc.gov, www.dc.gov, and their Twitter and DC311 app accounts.
Below is a round-up of the latest storm-response information from across the D.C. government:
PUBLIC SCHOOLS CLOSED TODAY; OSSE SCHOOL BUS SERVICE SUSPENDED
Students and staff assigned to summer school should not report today. Moreover, DCPS schools ARE not open for use by other community-based organizations (CBOs) or programs, including Summer Youth Employment Program (SYEP) participants. DCPS administrative offices are open.
The Office of the State Superintendent of Education (OSSE) announced that all OSSE school bus service is suspended – including transportation of children enrolled in non-public placements and in other jurisdictions
POTOMAC ELECTRIC POWER COMPANY (PEPCO) UPDATE
As of 1000 hours, PEPCO reported 40,570 customers in the District were without service. The outages were distributed as follows:
· 40,481 residential/business establishments
· 4 health facilities
· 0 Federal government buildings
· 70 traffic signals
· 15 schools
Pepco reported that it generally follows this restoration sequence:
1. Downed live wires or potentially life-threatening situations and public health and safety facilities (e.g., hospitals, fire and police stations) without power;
2. Transmission lines serving thousands of customers;
3. Substation equipment;
4. Main distribution lines serving large numbers of customers;
5. Secondary lines serving neighborhoods, and;
6. Service lines to individual homes and businesses.
DEPARTMENT OF HEALTH (DOH)
DOH reported that two nursing facilities remain without power:
· Sibley Grand Oaks nursing facility (5901 MacArthur Boulevard NW) has no power and is operating on a generator. Thirty residents have been transferred to Sibley; 25 residents have been sent home. 75 residents have been managed with portable air conditioners, hydration stations, and temperature checks every three hours.
· DOH reported Deanwood nursing facility (5000 Burroughs Avenue, NE) is operating on generators but has no phone service. The residents are being given plenty of ice and water. Requests have been submitted to PEPCO for assistance.
DISTRICT OF COLUMBIA PUBLIC LIBRARIES (DCPL)
The D.C. Public Library system will extend hours at five facilities to serve as cooling centers. These libraries will be open 1300 hours to 2100 hours. The identified facilities are noted below:

· Anacostia Neighborhood Library (1800 Good Hope Road SE)
· Dorothy I. Height/Benning Neighborhood Library (3935 Benning Road NE)

GAS-POWERED-GENERATOR SAFETY
Since there will be a number of District residents who may be without electricity for several days and may be using gas- powered generators, hospitals and providers should be aware of carbon-dioxide-exposure risk during storm recovery due to improper use of generators and should screen patients as such with concerning symptoms for CO2 poisoning.
Families who use generators should know that:
· Generators must be placed outside away from windows and ventilation intakes.
· A generator should never be run inside a building or garage.
· People should not attempt to pour fuel into a generator while it is running.
· People should not store containers of fuel near working generators.
· Cars should never be left running in a garage.
· Symptoms of carbon-dioxide exposure may include; headache, dizziness, nausea- vomiting, fatigue of symptoms of flu –like illness without a fever.
District residents are reminded to call 311 or go online at 311.dc.gov to report downed trees and branches in public space and to be prepared to provide specific details about the location. The service requests are immediately forwarded to DDOT’s Urban Forestry Administration (UFA). Priority is given to street trees that have fallen on homes, cars and power lines, and trees that are blocking roadways; then UFA will shift its focus to storm clean up in alleys and other tree related storm debris.

(WASHINGTON, D.C.) – The District of Columbia government will be open tomorrow, but D.C. Public Schools will remain closed as the District continues to respond to power outages that resulted from Friday night's severe weather as well as the extreme heat that has followed.
Residents are encouraged to get the latest information on emergency response from www.hsema.dc.gov<http://www.hsema.dc.gov>, www.dc.gov<http://www.dc.gov>, and their Twitter and DC311 app accounts.
Some of the Department of Parks and Recreation (DPR) facilities open as cooling centers will remain open overnight for residents who do not have power, DPR officials announced.
District officials encouraged workers to prepare for potential commuting delays tomorrow due to lingering problems from storm debris and downed power lines.
And Fire & Emergency Medical Services (FEMS) officials reminded residents of safety procedures to follow when using gas-powered generators.
Below is a round-up of the latest information from across the D.C. government in response to the storm:

MONDAY-MORNING COMMUTE
The District Department of Transportation is working to mitigate any negative effects of traffic-signal outages, storm debris or downed power lines on traffic before Monday morning's rush hour. DDOT reports:
· Traffic signals on evacuation routes are powered.
· DDOT is working with PEPCO to ensure major roads are open by tomorrow morning's rush-hour period.
· Traffic-control personnel and stop signs have been deployed to intersections where signals are out.
Tips:
· Treat dark intersections as four-way stops.
· Stay away from downed wires. They could be energized and electrical contact could be fatal.
· Stay clear of broken and hanging tree branches, as they can fall at any time.
District residents are reminded to call 311 or go online at 311.dc.gov<http://311.dc.gov/> to report downed trees and branches in public space and to be prepared to provide specific details about the location. Priority is given to street trees that have fallen on homes, cars and power lines, and trees that are blocking roadways; then UFA will shift its focus to storm clean up in alleys and other tree related storm debris.

District residents are reminded that trees and branches that fall on or from private property are the responsibility of the property owners.
GAS-POWERED GENERATOR SAFETY
Since there will be a number of District residents who may be without electricity for several days and may be using gas- powered generators, hospitals and providers should be aware of carbon-dioxide exposure risk during storm recovery due to improper use of generators and should screen patients as such with concerning symptoms for CO poisoning.
Families who use generators should know that:
· Generators must be placed outside away from windows and ventilation intakes.
· A generator should never be run inside a building or garage.
· People should not attempt to pour fuel into a generator while it is running.
· People should not store containers of fuel near working generators.
· Cars should never be left running in a garage.
· Symptoms of carbon-dioxide exposure may include; headache, dizziness, nausea- vomiting, fatigue of symptoms of flu –like illness without a fever.

[anc6c04] 4:30 P.M. UPDATE: D.C. Government Continues Response to Storm Damage, Heat
(WASHINGTON, D.C.) – Teams from multiple D.C. government agencies continue to respond to adverse conditions resulting from Friday night's severe thunderstorms and the ensuing extreme heat. Mayor Vincent C. Gray is monitoring the situation as he travels back to the District from an economic-development trip to China today, as City Administrator Allen Y. Lew also is staying on top of developments to ensure that D.C. residents have access to cooling centers, water and any other emergency services that may be necessary.
Residents are encouraged to get the latest information on emergency response from www.hsema.dc.gov<http://www.hsema.dc.gov>, www.dc.gov<http://www.dc.gov>, and their Twitter and DC311 app accounts.
Below is a round-up of the latest information from across the D.C. government in response to the storm:
COOLING CENTERS

PEPCO UPDATE:
As of 1600 hours, PEPCO reported 63,696 customers were without service. The outages were spread amongst the following:
· 63,630 residential/business establishments
· 5 health facilities
· 0 Federal government buildings
· 46 traffic signals
· 15 schools
At approximately 1230 hours Pepco issued a press release titled, "Pepco Announces 90 Percent of Customers to be Restored by 11 p.m., Friday, July 6."
FIRE AND EMERGENCY MEDICAL SERVICES (FEMS)
FEMS advised that they've received 1,553 emergency calls for assistance, in total, since the storm (June 29 – present). FEMS units are performing block-by-block reconnaissance for storm-related issues, resolving what they can and forwarding information to the appropriate agencies as needed. FEMS units are in the field assisting DDOT Urban Forestry with tree removal.
DEPARTMENT OF HEALTH (DOH)
As of 4:00 p.m., DOH reported that:
· Ingleside at Rock Creek nursing facility (3050 Military Road NW) has no power, and is operating on a generator. The facility has advised that their fuel supply should last for three days.
· DOH reported that Sibley Grand Oaks nursing facility (5901 MacArthur Boulevard NW) has no power, and is operating on a generator; a refueling plan in place. 30 residents have been transferred to Sibley; 25 residents have been sent home. 75 residents have been managed with portable air conditioners, hydration stations, and temperature checks every three hours.
· DOH reported that Forest Side nursing facility (2701 Military Road NW) has no power, and is operating on a generator. The facility has advised that they expect to run out of fuel by early evening. DPW has been made aware and is responding.
· DOH reported Deanwood nursing facility (5000 Burroughs Avenue NE) has partial power and had temporarily ran out of fuel for their generators; DPW delivered full and partial power has been restored.
· DOH reported that Methodist Home nursing facility (4901 Connecticut Avenue NW) has had its power restored and is no longer utilizing a generator.
· DOH reported Washington Center for Aging (2601 18th Street NE) has had its power restored and is no longer utilizing a generator.
· DOH reported Carolyn Boone nursing facility (1380 Southern Avenue SE) has had its power restored and is no longer utilizing a generator.
DEPARTMENT OF HUMAN SERVICES (DHS)
DHS is currently seeking assistance on the following matters:
· Government employees to support shelter and cooling centers.
· Volunteers to help with checking on seniors and other vulnerable populations.
DEPARTMENT OF PARKS AND RECREATION (DPR)
The following DPR properties are without power; summer camp activities are canceled at the following:
· Ward 3: Stoddert
· Ward 5: Arboretum and Turkey Thicket
· Ward 7: Fort Davis, Benning Stoddert, Therapeutic Recreation Center (TRC) and Hillcrest
· Ward 8: Douglass and Bald Eagle
The following pools will be operating on an extended schedule (1200 hours – 2000 hours):
· Ward 1: Banneker Recreation Center Pool (2500 Georgia Avenue NW)
· Ward 2: Jelleff Recreation Center Pool (3265 S Street NW), Francis Pool (25th & N Street, NW)

DDOT has advised that Canal Road NW has been closed between Arizona Avenue and Reservoir Road.

(WASHINGTON, D.C.) – D.C. Public Schools (DCPS) officials have announced that, as a result of the major storm that hit the area on Friday night, DCPS schools will be closed tomorrow, Monday, July 2nd. Students and staff assigned to summer school should not report. Moreover, DCPS schools will not be open for use by other community-based organizations (CBOs) or programs, including Summer Youth Employment Program (SYEP) participants, on July 2nd.
DCPS administrative sites will remain open, and those employees should report work as usual. In addition, essential personnel should report to school as they normally do. Other school-based staff members (non-essential employees) are not required to report to school.
Early tomorrow, DCPS officials will continue to assess the condition of DCPS schools to determine if normal operations will resume on Tuesday, July 3rd.

We are expecting severe weather to hit the city within the hour. Please be sure to take all precautions as this has done some damage in Ohio on its way here.
Please call 911 if you see downed wires, tree limbs on vehicles, or tree limbs blocking streets.
Please call 311 if you see downed limbs that are on the sidewalks and non emergencies.
Please call 877.737.2662 (Pepco) for any power outages (hopefully you can read this before the power goes out)

Subject: *Severe Thunderstorms* - Update
Per National Weather Service, the line of severe thunderstorms is now expected to reach the Potomac Highlands between 8:30 and 9PM, and the D.C. area around 9:30PM. There also may be pop-up thunderstorms which develop ahead of the main line of storms. This line of storms has a history of producing major wind damage across West Virginia and Ohio due to wind gusts over 75MPH. Cloud to ground lightning has also been prolific in these storms. All government officials and first responders should prepare for the possibility that an extensive response will be required.
